Visa & Pass Information

Important Details for International Students


All international students studying in Malaysia are required to have a long-term pass. This is either a:

  • Student Pass (widely known as Student Visa) – for new students aged 3 to 18 years old who are studying at international schools in Malaysia
  • Dependent Pass – for students whose parents hold valid work permits in Malaysia
  • Diplomatic/Resident Pass/Others – for students whose parents have been living and working in Malaysia
  • Malaysia My Second Home (MM2H) Pass – for students whose parents hold MM2H Visa

In the absence of a valid pass, students studying in Malaysia will be deemed to be staying illegally and will not be permitted to remain in Malaysia.

New International Student – Student Visa Process: Step-by-Step

Step 1: Student Visa Application Form

To initiate the Student Visa application process, parents must first sign the acceptance form and submit the student visa application form to the Admissions Department at admissions@concordcollege.edu.my

Step 2: Ministry of Education (MOE) Study Approval

CCIS will apply to the MOE for the Study Approval Letter required for your child’s Student Pass application. The process may take up to four weeks. Under normal circumstances, the approval letter will be emailed to you before your child travels to Malaysia.

  • Copy of the student’s passport (bio-data page)
  • Passport must have at least 18 months’ validity at the time of application
  • Passport must have at least 8 blank pages

Step 3: Document Notarization from Malaysian Embassy

Before travelling to Malaysia, all required legal documents must be in English and certified as true copies by the High Commission of the country that issued the documents. The documents must also be notarized by the Malaysian Embassy.

  • Student’s birth certificate
  • Parent’s marriage/divorce/death certificate
  • Divorce agreement & Child custody, if applicable
  • Family-relation certificate, if applicable
  • Mother’s employment letter, if the father will be accompanying the child in Malaysia and applying for a Guardian Pass instead of the mother.

For certain nationalities, the notarization process may be completed through the respective Embassy in Malaysia. Please check with your Embassy for the applicable requirements.

Step 4: Arrival in Malaysia

Upon arrival at KLIA, students and parents may choose to clear Immigration through either of the following:

  • Physical Counter – Please carry the student’s MOE Study Approval Letter, as it may be requested by Immigration authorities.
  • Electronic Gate (e-Gate) – Please apply https://imigresen-online.imi.gov.my/mdac/ and complete the registration at least 3 days before arrival and email the school a copy of the Malaysian Digital Arrival Card (MDAC) email confirmation.

Step 5: Student Pass Application / Special Pass

Before the term starts, parents must submit their child’s passport and all required visa documents to the CCIS Admissions Department. Only complete applications will be submitted to the Malaysian Immigration Department.

Student Pass application process takes approximately 8-10 weeks, during which the applicant must remain in Malaysia. Please inform the Admissions Department if your child needs to travel due to an emergency. Kindly note that the visa application must be resubmitted as new upon your child’s return to Malaysia.

It is also important to note that Guardian Passes is required for parents of Primary students and Secondary non-boarders, and are optional for parents of Secondary boarders.

The Guardian Pass application can only be submitted after the student’s Student Pass has been approved. While the Student Visa application is being processed, accompanying parent (either mother or father) may apply for a Special Pass to extend their stay in Malaysia for up to 30 days, subject to the Immigration approval. Please discuss this option with the Admissions Department if required.

All visas must be renewed annually.

For students with existing Student Pass in Malaysia;

  • A release letter from the previous school is required to confirm the student’s withdrawal date.
  • The existing Student/Guardian Pass must be shortened or cancelled accordingly before submitting your passports to CCIS. Only passports with a valid pass can be processed when the new term begins at CCIS.

MM2H & Dependent Pass – Permission to Study Stamp (PTS)

A Permission to Study (PTS) is an endorsement issued by the Immigration Department to confirm that the student is enrolled in a registered school in Malaysia. After the student commences their studies at CCIS, parents are responsible for submitting the school offer letter to their respective employer or MM2H agent and requesting them to apply for the required PTS.

Once the PTS is obtained, a copy must be emailed to the Admissions Department.

Personal Bond

All international schools in Malaysia are required to sign a Personal Bond on behalf of the student and the guardian, in accordance with Regulation 18 of the Immigration Regulations 1963. This bond serves as a guarantee that the student and their parent(s) will comply with the Immigration Ordinance and related regulations.

To fulfil this requirement, the school collects a refundable deposit at the time of enrolment.

CCIS reserves the right to forfeit the deposit and cancel any visa application for legal breaches (any form of violation of company policies, employment or illegal business in Malaysia, or discrepancies found before or after issuance including misconduct, unethical behaviour and external party involvement in visa application.

Upon withdrawal from the school, parents are responsible for ensuring that there are no outstanding fees and all relevant visas are properly cancelled in order to remain compliant with Malaysian immigration laws.

Cancellation / Termination of Student Pass

In the event of withdrawal, an official withdrawal form must be submitted at least one (1) term in advance to be eligible for a deposit refund. All outstanding fees must also be settled before we can proceed with the cancellation of the Student Pass.

As the student is the principal pass holder and the Guardian Pass is dependent on the student’s status, the cancellation of the Student Pass will automatically result in the cancellation of the Guardian Pass.

Passports must be submitted to the Admissions Department at least two (2) weeks before the last day of school, along with a flight ticket confirming departure from Malaysia.

If transferring to another school, the new school’s offer letter and Ministry of Education (MOE) approval must be provided to cancel and shorten the validity of the current pass.

In cases of immediate withdrawal, including failure to return after an extended holiday or sudden departure from Malaysia, the school is required to lodge a police report to facilitate the immediate termination of the Student Pass and Guardian Pass in the Malaysian Immigration system. This measure is taken to prevent any misuse of the pass and to address potential security concerns. Please note that such termination may lead to complications should the student apply to transfer to another school or seek re-entry into Malaysia in the future, due to existing records.

For students holding a Dependent Pass or MM2H Pass, the Permission to Study stamp must be cancelled by the parent’s employer or the MM2H agency, as applicable.

Overstaying Offence

It is the responsibility of parents to closely monitor their child’s passport expiry date, as well as the validity of their current student pass and guardian pass, at all times.

Any individual who remains in Malaysia without a valid pass or beyond the permitted period is considered to have committed an immigration offence under the Immigration Act 1959/63, commonly referred to as overstaying. Overstaying is a serious offence and may result in penalties, including fines, detention, deportation, and possible blacklisting from re-entering Malaysia. Such cases may also be referred to the relevant enforcement authorities, including the Royal Malaysia Police.

To avoid any complications, parents are strongly advised to ensure the timely application and renewal of the student pass and guardian pass, as well as to always keep all travel documents valid. Please contact the Admissions Department if you require further information or clarification regarding any visa-related concerns.

Accompanying parent(s) can apply for a Guardian Pass only after the Student Pass is endorsed on your child’s passport (main pass holder). Please fill out the Guardian Visa application form at the Admissions Office and make payment of the required processing fee to apply.

A Student’s father is also eligible to apply with additional required documents under terms and conditions. A Guardian Pass holder is strictly not permitted to work or to run business in Malaysia.

Guardian Visa Application Lead Time & Renewal – Under normal circumstances, it takes approximately ten (10) weeks for the Guardian Visa process to be completed. While waiting for approval, the applicant must stay in Malaysia. Please speak to our Visa representative if there is a need to fly out of the country due to medical conditions or an approved emergency.

All guardian visas need to be renewed on a yearly basis, following the yearly renewal of the main student pass holder.

Younger Sibling Visa (if applicable) – For a student’s sibling who is under school age, the parent can inform the school visa representative to apply for the pass after the Guardian Pass is endorsed on the parent’s passport.

Special Pass – If your current pass (e.g. Social Visit/Previous Guardian Pass) is expiring while waiting for the student pass approval, or while preparing for the required documents, please notify the school’s Visa representative at least seven (7) days before the expiry date. The school will apply for a Special Pass to extend your stay for thirty (30) days. It is important to note that issuance of any Special Pass is not guaranteed, and it is subject to approval by the Malaysian Immigration authority.

Personal Bond – All international schools in Malaysia are required to sign a Personal Bond on behalf of the student as prescribed under Regulation 18 of the Immigration Regulations 1963 to guarantee that the student & his/her parent(s) to whom such pass is issued upon will comply with the provisions of the Ordinance and of any regulations made thereunder. To comply with this requirement, the school requires the family to lodge a sum of deposit to the school which needs to be paid upon school enrolment. In the event the student and guardian violate any regulations made thereunder, the school shall have the right to deduct and forfeit a sum that is deemed necessary from the refundable security deposit.

The school representative reserves the right not to be the guarantor if he/she thinks that the student/parent will violate any said provisions or regulations made under the Malaysian laws. In this case, the student/parent must get an agent to proceed with his/her long-term visa application.

Termination/Shorten of Student/Guardian/Younger Sibling Visa – In case of student withdrawal* please notify the school Visa representative three (3) weeks prior to the last day of school to proceed with the pass termination (if leaving Malaysia) or to shorten the pass (if transferring to another school in Malaysia). All CCIS student/guardian/younger sibling passes must be terminated/shortened before the student (main pass holder) leaves the school due to graduation or withdrawal.

*CCIS student withdrawal procedure requires parents to fill out and submit the school’s withdrawal form to the Admissions Office one (1) term in advance and make payment of the tuition fee of the final term in order to be eligible for the refundable deposit paid to the school.

The student must collect an Exit Form from the Admissions Office to complete their student clearance on the last day of school.

Disclaimer

  • Granting of a Student/ Guardian/ Younger Sibling Visa is always fully at the discretion of the Malaysian Immigration authority.

The school or the service provider shall not be held responsible nor can guarantee the successful issuance of any Visa application.

  • If a new visa application is unsuccessful, and the family has decided for the student to withdraw, the school will refund all the school fees by pro-rating the tuition fee based on the number of school days attended by the student. A processing/administrator fee of RM500 applies.
  • Concord College International School (CCIS) reserves the right to CANCEL any Visa application due to a breach of existing

Malaysian Law and/ or regulations or any discrepancy arising before/ after the issuance of the Visa.
